The object of this study was to create a master plan for a destination that will become a focal point in the downtown area. Elements include parks, a sailing school and future expansion for the Library and Art Gallery of Algoma. The study involved stakeholder meetings for over twenty civic, corporate and community groups to capture their comments and vision for the waterfront and downtown area.

The proposed building will house community uses, plus those for the Regional Cadet Sailing School. The plan illustrates how water has been integrated and brought onto the site in a natural fashion. The water feature will also be used as a outdoor skating rink in the winter and reinforces the harbor and nautical theme of the Sailing School.

David's concept for the building was a metaphor for a sailing ship, towers as sails and the two functional components as the hull.
